If you look in the underworld of any town or city
you will find men who prey on the weak as a full-time professional career.
They put in long hours and work very hard at it.
These are Warrior caste. Nothing you do to them will change them.

If you allow them to flourish they will gain in strength until they rip your society apart. It is what they do. It is natural to them.
When society is in chaos, Governments are inclined to war as the only way to bring order.

In a perfect world, you would identify the Warriors among you
and give them the choice of life service in the armed forces (bearing face tatoos)
or being put to death by execution.
As you won’t do that, you must maintain a heavy law enforcement executive.

That is Spiritual Caste
Evil is quite a different thing.
Evil is the Living Darkness whose purpose is to extinguish all life.
God combined it 50/50 with Holy Ghost
and used that mix as building blocks to create all that is.

The result of this is that when humans throw their weight against the evil side of the scale they run the danger of destabilising their world and its environs
in which case your sector will be wiped and God will build again.
